Draconic Lore draws cards equal to the number of Dragons you control — in the right deck, that's four or five cards for three mana. The cost is real: it's a dead draw in any deck without a critical mass of Dragons on board, which makes Sivitri, Dragon Master the clearest home for it.

Draconic Lore is narrow enough that Commander is its only real home — the payoff scales with board presence, and only Commander games routinely sustain the Dragon counts that make it draw three or more cards. In Pauper it's technically legal but competes with better unconditional cantrips and has no Dragon synergy infrastructure to exploit. Legacy and Vintage have access to it but would never touch it; those formats want draw spells that work on turn one with zero setup. Play Draconic Lore in Commander, and only in a deck that reliably puts three or more Dragons into play.
