Dowsing Shaman puts a repeatable enchantment-recursion engine on board for five mana — tap it, pay two, return any enchantment from your graveyard to your hand, every turn. The cost is real: five mana for a 3/3 with a tap ability is slow, but in dedicated enchantment decks that want to loop something like Second Chance, nothing else does this job at instant-board-presence.

Dowsing Shaman is a Commander card through and through — the repeatable value it offers only matters in a 40-life, multiplayer game where you have the turns to set up and abuse it. In Legacy and Vintage it's strictly unplayable; those formats have no patience for a five-mana do-nothing-until-next-turn creature. Modern is legal but equally hostile — the rate is embarrassing against format staples. Commander is where Dowsing Shaman finds its niche: enchantress builds and Constellation decks that want to recur key pieces over multiple turns will actually put it to work.
