Dovin's Dismissal bounces a nonland permanent and replaces itself with a Surveil 1 — solid on-board impact for a two-mana instant. The problem is that Azorius has no shortage of better bounce spells, and the surveil rarely justifies the slot over removal that actually answers the threat permanently.

In Commander, Dovin's Dismissal is a tempo piece in a format where tempo rarely wins games — bouncing a threat just delays it until your opponent untaps. In Pioneer and Modern, the surveil 1 is too thin a payoff for a bounce spell competing against more efficient options, and it sees essentially no competitive play in either. Legacy and Vintage move so fast that two mana for a bounce plus marginal library manipulation doesn't clear the bar. Dovin's Dismissal finds its best home in Azorius Surveil or value-pile Commander builds where every surveil trigger has compounding payoffs, but even there it's a fringe include.
