In Commander, Dovin Baan is best suited to superfriends builds or stax shells that want incremental disruption — his ability to repeatedly neuter a single problematic permanent is real, even if it doesn't scale to a four-player table. In Oathbreaker, he's a legal commander option, and his minus becomes more impactful when you're consistently targeting one opponent's key piece. Pioneer and Modern have long since moved past four-mana planeswalkers that don't close games, so he sees virtually no play there. Legacy and Vintage don't want him either — the formats are too fast and too threat-dense for a do-nothing-immediately walker at this cost.
