In Gruul decks that want both effects anyway, it's close to a two-for-one; Halana and Alena, Partners decks in particular love it because the counter feeds their power-sharing engine before the fight resolves.

In 60-card formats the floor on interaction is too high — two mana for a conditional kill is well below rate when spot removal and board-affecting spells are cheaper and more reliable. Commander is where it belongs: the format's larger creatures make fight effects actually kill targets, singleton construction rewards flexible cards that do two things, and the counter synergies found in Gruul go-wide or go-tall builds make the buff half genuinely relevant rather than incidental.
