Dominating Licid turns a three-mana blue creature into a repeatable Act of Treason — pay one blue, tap it, and it becomes an Aura that steals any target creature for as long as you keep it attached. The catch is opportunity cost: the Licid itself stops being a blocker or attacker, and your opponent can break the lock the moment you can't pay to keep it enchanting.

Commander is where Dominating Licid earns its slot — blue decks that generate large amounts of mana or untap effects can loop the ability repeatedly, stealing blockers before a combat attack or grabbing utility creatures at will. It pairs especially well with commanders that care about tapping permanents or controlling opposing boards, since the Licid's detach trigger returns it to the battlefield ready to move again. In Legacy and Vintage it's legal but completely unplayed; the formats move too fast for a three-mana creature whose theft requires an additional mana each upkeep to sustain.
