Divine Congregation gains you life equal to the number of creatures you control — in token-heavy Commander decks that number routinely hits 10 to 20, making this a massive life swing for three mana. It's a bulk rare for a reason: lifegain without a payoff attached is rarely enough, so it belongs only in decks that actively convert life totals into advantage.

In Commander, Divine Congregation is a fringe inclusion — token decks running Aetherflux Reservoir or similar payoffs can spike 30-plus life off a single cast, but most lists would rather run effects that gain life and do something else. In Pauper it's legal but irrelevant; the format moves too fast for a three-mana do-nothing. Legacy and Vintage don't touch it. Oathbreaker is the one spot where a go-wide planeswalker shell could occasionally justify it, but even there Divine Congregation is competing against staples that pull more weight.
