In Commander, Diversion Specialist earns a slot in decks that want to whittle down blockers turn after turn — blink and flicker shells get the most out of it, resetting the enter-the-battlefield tap on demand. Outside Commander, it doesn't have a home: aggressive formats like Pioneer and Modern have no patience for a three-mana tap effect on a fragile body, and Legacy has far better ways to neutralize threats.
