Dissection Tools is legal across every major Constructed format except Pauper, but Commander is the only place it meaningfully shows up. In 60-card formats the effect is too slow and too diffuse — deathtouch-until-end-of-turn on demand is nice, but it doesn't close games the way those formats demand.
