Dissection Tools is legal across every major Constructed format except Pauper, but Commander is the only place it meaningfully shows up. In 60-card formats the effect is too slow and too diffuse — deathtouch-until-end-of-turn on demand is nice, but it doesn't close games the way those formats demand. Commander is where the card lives: artifact-sacrifice synergies scale well in a multiplayer game, the Clue replaces itself, and sacrifice outlets that also buff creatures are useful in any combat-centric or graveyard-loop deck.
