Disrupt Decorum is a Commander card through and through — its power scales directly with the number of creatures and players at the table, and in a four-player game it routinely forces a dozen or more attacks in one shot. In 1v1 formats like Legacy and Vintage it's technically legal but functionally a worse Fumble or Political Trickery; the effect loses most of its value when there's only one opponent and no cross-table combat to engineer. Oathbreaker gives it a slightly better home than pure 1v1 since multiplayer tables exist in that format, but the real ceiling is Commander, where the combination of goaded opponents, goaded creatures, and a chaos-friendly social contract makes this one of the most efficient political tools in red.
