Dispense Justice makes the biggest threat on the board sacrifice an Equipment — and if metalcraft is on, it takes two. That conditional upside keeps it out of the premier removal tier, but in Equipment-heavy metas it punches well above a three-mana instant.

In Commander, Dispense Justice is a niche fit: most tables have at least one Equipment-stacked player, so metalcraft is often live, and forcing two sacrifices at instant speed can swing combat or stop a kill. Outside Commander, the card has a legal path through Legacy, Vintage, and Modern, but sees no meaningful play in any of those formats — faster and unconditional removal dominates, and the Equipment-sacrifice clause is too narrow to compete.
