In Commander, Dispense Justice is a niche fit: most tables have at least one Equipment-stacked player, so metalcraft is often live, and forcing two sacrifices at instant speed can swing combat or stop a kill. Outside Commander, the card has a legal path through Legacy, Vintage, and Modern, but sees no meaningful play in any of those formats — faster and unconditional removal dominates, and the Equipment-sacrifice clause is too narrow to compete. It's a Commander card through and through.
