Disorient sets a creature's power to 0 until end of turn for three mana at instant speed — it stops an attack cold but leaves the creature alive and untouched otherwise. One-shot combat tricks that don't generate card advantage or permanent change don't make the cut in Commander.

Disorient is a bulk common in every format that will run it, and that ceiling is low. In Commander, three mana to temporarily zero out a power is not a meaningful investment — you need your interaction to answer threats permanently or draw you cards, and Disorient does neither. In Pauper, where the card is legal and tempo matters more, there are cleaner common alternatives that trade or remove outright. Legacy and Vintage have such a high bar for blue interaction that Disorient never appears.
