Dirtwater Wraith is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legal and playable are different things. In Commander, swampwalk is the most conditional evasion in the game — it does nothing against the three opponents not running Swamps, and the pump activation is too mana-intensive to threaten any meaningful board state. Pauper is the one format where cheap black creatures with evasion occasionally find a home, but Dirtwater Wraith's stats and effect don't clear even that bar. Legacy and Vintage have no use for it.
