Diregraf Scavenger is a Commander card through and through — the attack-punishment trigger thrives in multiplayer pods where multiple opponents are swinging wide every turn. In pauper it's technically legal but competes with cheaper, more reliable defensive bodies that don't require opponents to have attacked first. Modern, Legacy, and Vintage have zero interest in a four-mana 2/3 with a conditional debuff. The flash clause gives it the most relevance in Commander, where you can leave up mana, let someone commit to an attack, and ambush them with a board-wide weakening.
