In Tovolar, Dire Overlord decks especially, the Werewolf rider that transforms a Human into a 2/2 Wolf token is a live bonus, making this one of the most efficient modal spells the archetype can run.

In 60-card formats, three mana for a sorcery-speed-effect-at-instant-speed is acceptable but rarely exceptional — dedicated removal and land destruction exist at lower costs without the modal overhead. In Commander, the flexibility is the point: one card answers an Atraxa, a Sol Ring, or two of an opponent's ramp lands depending on what the table presents, and the Wolf token rider occasionally matters in tribal builds. Outside of Werewolf/Wolf Commander lists, this is a clean role-player rather than a format staple.
