Dire Fleet Interloper lives almost entirely in Commander, where pirate tribal decks — particularly those leaning on raid payoffs — can reliably trigger its deathtouch each combat. In Pauper it's legal but too conditional to see play; aggressive commons that don't need setup are just better. Modern, Pioneer, and Legacy have zero interest in a 2/1 with a hoop to jump through. Oathbreaker could find a home for it in a pirate-flavored aggro list, but that's a narrow ask.
