Diplomacy of the Wastes strips a card from an opponent's hand and makes them sacrifice a creature — two forms of disruption on one three-mana sorcery, conditional on controlling a Swamp. The catch is targeting a single opponent, which limits impact at a four-player table, but the raw two-for-one effect is real and the bar to enable it is almost nothing in black.

Commander is the natural home for Diplomacy of the Wastes — black has no shortage of Swamps, the Swamp condition is essentially free to meet, and any effect that generates card advantage and board interaction in one card pulls its weight in a 100-card singleton format. Outside Commander, the card is legal in Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it sees no meaningful competitive play in any of them: three mana at sorcery speed for a situational discard-plus-sacrifice is miles behind what dedicated discard or removal suites offer in those formats. Stick to Commander.
