Dimir Cluestone is a Commander card through and through — the sacrifice-for-cards clause only matters in a 100-card singleton format where redundancy is scarce and card advantage compounds over a long game. In Pauper it's technically legal but competes with better common fixing. Legacy, Modern, Pioneer, and Vintage have no interest in a three-mana tapped rock under any circumstances. In Commander specifically, Dimir Cluestone sits at the bottom of the Dimir ramp hierarchy — fine in precons and early builds, but the first cut once you acquire Arcane Signet, Talisman of Dominance, or Thought Vessel.
