In Commander, Dhund Operative is a role-player, not a staple — it belongs in artifact-heavy decks where the condition is always met and a cheap deathtouch body has real deterrent value, but it has no business in a generic black deck. In Pauper it competes in a common-legal artifact shell and is at least mechanically relevant there, though the format has enough efficient threats that a conditional 2/2 rarely makes the cut.
