In Commander, Devourer of Memory slots cleanly into self-mill and reanimator strategies as a late-game mana sink that converts a loaded graveyard into a decisive swing — graveyards get large in multiplayer, so the power ceiling is high. In Legacy and Vintage, the graveyard manipulation is aggressive enough that the card could theoretically threaten for enormous numbers, but those formats have faster, more consistent ways to close games and the setup cost is prohibitive. Modern and Pioneer have enough graveyard hate to make relying on Devourer of Memory unreliable in competitive builds, pushing it squarely into casual constructed at those levels.
