In Commander, Devour in Flames competes in a slot already crowded with unconditional removal, and dealing 4 damage rarely kills what matters at a table with 40-life opponents and large creatures. The land-bounce cost is punishing in the mid-game when you need every drop on the board. In Modern and Pioneer it's strictly outclassed by Lightning Bolt, Unholy Heat, and their kin. Legacy and Vintage have no reason to look at it. Devour in Flames is legal nearly everywhere and useful nowhere.
