Desynchronize bounces a creature and draws a card for four mana — the effect is real, but four mana at instant speed for a cantrip tempo play is a steep ask in any format past kitchen table. Treat it as a last resort if your blue deck desperately needs card-neutral removal that replaces itself.

Desynchronize is a pauper-viable commons role-player at best — in that format, card advantage is scarcer and bounce with a draw stapled on earns its slot more easily. In Commander, four mana to bounce a single creature without killing it is too inefficient; a table of three opponents will rebuild before you capitalize on the tempo, and you'd rather run Rapid Hybridization or Reality Shift for a fraction of the cost. Competitive legacy, vintage, and modern lists have no interest in Desynchronize when counterspells and hard removal exist at one or two mana. Oathbreaker sits closer to Commander in pace, so the same critique applies there.
