Destructive Tampering card art
Destructive Tampering gives you a choice between destroying an artifact or making all creatures lose flying and can't block until end of turn — two genuinely useful effects on one card for three mana. The problem is three mana at sorcery speed is too slow for either mode to be reliable, and dedicated artifact removal or evasion-granting spells do each job better for less.

In Commander, Destructive Tampering is too slow and too narrow — artifact removal at sorcery speed for three mana competes with Generous Gift, Nature's Claim, and a dozen other options that either cost less or hit more target types. The second mode, blanking flying and blocking, is occasionally useful in combat-focused decks but almost never worth a card slot when a simple pump spell closes games faster. In Pauper, the common pool tightens the competition, but even there dedicated removal like Shenanigans or Smash to Smithereens handles artifacts more efficiently. Across Legacy, Modern, and Pioneer, Destructive Tampering doesn't see play — the formats move too fast for a sorcery-speed modal spell that doesn't generate card advantage or tempo at a meaningful rate.
