Demon's Herald is a Commander card — full stop. The setup cost of needing a shapeshifter, a horror, and a wizard in play simultaneously to sacrifice all three is far too clunky for Legacy or Vintage, where the mana and board presence required are better spent on nearly anything else. In Commander, the 100-card singleton format gives demon-tribal shells enough room to assemble the pieces, and a free Rakdos, the Defiler hitting the table is a legitimate threat worth engineering toward. Oathbreaker is legal but the same synergy gap applies outside a dedicated demon shell.
