Commander is where Delightful Discovery earns its slot — instant-speed draw that also ramps is exactly the kind of modal efficiency the format rewards, and three mana is a price most decks can pay at almost any point in the game. Legacy and Vintage have access to it on paper, but neither format wants a three-mana cantrip-plus-ramp when faster options exist. Oathbreaker is the only other format where it sees realistic play, and for the same reason as Commander: the singleton constraint makes every card that does two things worth a close look.
