Decree of Savagery puts four +1/+1 counters on each of your creatures for nine mana, or cycles for five to do it at instant speed — the cycling mode is the entire reason to run this card. Nine mana for a sorcery that doesn't win on the spot is a hard sell, but flashing in a mass counter pump in response to a board wipe or during combat is a genuinely powerful effect.

Commander is the only format where Decree of Savagery sees real play, and even there it occupies a narrow role. The cycling ability is what matters — five mana at instant speed to put four +1/+1 counters on every creature you control can close out a game or survive a sweeper in a wide-board or counters-matter deck. Legacy and Vintage are legal but irrelevant; the effect is too slow and too situational to compete in those formats. Decree of Savagery is a Commander card through and through, and only the right Commander deck at that.
