Decorated Champion puts a +1/+1 counter on itself every time another Warrior enters the battlefield under your control — in a dedicated Warrior tribal deck, that snowballs fast without spending a single mana. Two mana for a 2/2 is a fine rate when the upside is essentially free.

Decorated Champion is a Commander card — full stop. Warrior tribal has a real home there, and the passive counter engine is exactly what those decks want at two mana.
