Deconstruct destroys an artifact and replaces itself with three green mana — the removal is free if you have anything to spend green on that same turn. Outside of decks that can reliably sink that mana immediately, like Patron of the Moon shells that want to replay lands, the tempo gain evaporates and you're better off with a spell that doesn't demand a green sink on the spot.

In Commander, Deconstruct occupies a narrow slot: green artifact removal that rebates its own cost, useful in stompy or landfall decks that can convert the three mana into immediate action but redundant when you'd rather just run Naturalize and leave up interaction. Legacy, Vintage, and Pauper are the only other formats where it's legal, and none of them want it — those formats move too fast for a three-mana sorcery whose payoff requires a same-turn mana sink. Pauper green does occasionally want cheap artifact answers, but Gleeful Demolition and Return to Nature outclass Deconstruct there unless the three mana is genuinely live. Run Deconstruct in Commander only when your gameplan can absorb that burst of mana on the same turn you're blowing up an artifact.
