In Commander, Deadly Visit sits at the low end of acceptable removal — five mana at sorcery speed is a real cost, but unconditional destroy plus surveil 2 does two jobs at once for decks that care about graveyard density. In Pauper, where the card is legal, the unconditional clause is genuinely rare at common, and the surveil tacks on meaningful selection for a format that grinds. Modern, Pioneer, Legacy, and Vintage all have access to far more efficient removal, so Deadly Visit has no realistic role there. Oathbreaker mirrors the Commander read: fine in a self-mill or graveyard-value build, outclassed elsewhere.
