Deadly Dispute carries one real restriction: you must sacrifice a permanent to cast it, meaning it's a dead card in an empty board state. That condition got it banned in Pauper, where cheap draw spells have almost no safety valve and the format's low-cost artifact and token engines made the sacrifice trivial to fulfill. Everywhere else it's legal, and Commander gives it a pass because the format's longer games, token-dense boards, and ubiquitous sacrifice synergies make the cost nearly invisible — a Treasure token from a previous turn, a stray Food, or any creature you were planning to sacrifice anyway turns this into an unconditional two-mana draw-two that replaces itself with mana.
