Daybreak Chimera is a 3/3 flyer that can cost as little as one white mana if your devotion is high enough — the ceiling is real, but so is the floor. Outside dedicated white-devotion shells, it's a five-mana vanilla flyer, and that's not a card.

Daybreak Chimera is a pauper-legal common, and that's where it has the best shot at relevance — white devotion strategies there can reliably discount it by turn three or four. In Commander, the card is too conditional: devotion across 100-card singleton is inconsistent, and a 3/3 flyer at reduced cost still doesn't move the needle in a format where threats scale to eleven. Modern, Pioneer, and Legacy have no reason to look at it when white has far more efficient threats at every point on the curve. This is a Pauper role-player at best, and a bulk rare in every other context.
