Daxos of Meletis is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but Commander is the only format where he sees meaningful play. In 60-card formats he's simply too slow and too fragile — a three-mana 2/2 that requires combat damage to generate value doesn't survive contact with the removal density in Legacy or Modern. Commander slows the game down enough that his repeated trigger actually fires, and multiplayer tables give him multiple targets to steal from, which amplifies his ceiling considerably. In Oathbreaker he's a legal option but not a compelling one; the 20-life format favors faster closes than a combat-damage engine can provide.
