Repeatable fog effects are most valuable in a multiplayer environment where a single Fog would only neutralize one attacker, and the discard synergizes with graveyard-value commanders and hand-refill engines that Commander is full of. In Legacy and Vintage, it's technically legal but has no competitive home — one-shot Fogs are already fringe there, and a two-mana setup cost plus a discard is not a trade any constructed deck wants to make.
