Dawnhand Eulogist enters the battlefield and immediately pumps a target Elf or Elf token by +1/+1 for each Elf in your graveyard — in the right deck, that's a combat-relevant number on turn three. The cost is that without graveyard density it's just a 1/2 for two mana, which is unplayable outside of Abomination of Llanowar shells where the graveyard fills fast.

In Commander, Dawnhand Eulogist is a role-player with a narrow address: Elf tribal decks that actively fill the graveyard, particularly Abomination of Llanowar lists. Outside that shell, the floor of a 1/2 for two is too low for 100-card singleton. In competitive 60-card formats — Modern, Pioneer, Legacy — Elf decks want to be faster and more redundant than a conditional buff allows, so Dawnhand Eulogist doesn't make those lists. Pauper Elf aggro is the one non-Commander context worth a mention, though even there the graveyard count is harder to build than on a Commander table where the game goes longer.
