In Commander, Dark Inquiry is best treated as a slot in dedicated discard-matters builds rather than a generic include — forcing one opponent to discard one card rarely swings a four-player game on its own. In Pauper, it competes in a format where hand disruption is a real axis, and two mana at sorcery speed puts it behind Duress and Thoughtseize effects that cost one. Legacy and Vintage have faster, cheaper discard that makes Dark Inquiry unplayable in those formats competitively.
