In Commander, Dancing Sword earns its slot in Equipment-matters decks — Akiri, Line-Slinger and Syr Gwyn, Hero of Ashvale shells both want cheap artifacts that do something the turn they land, and a 3/3 flier that doubles as a sword fits cleanly. Competitive formats like Legacy and Vintage have better options at nearly every angle Dancing Sword covers, so it doesn't see meaningful play there.
