Dampen Thought is a Commander card in exactly one context: a dedicated Arcane/Splice deck, typically helmed by a Kamigawa-era spellslinger commander who rewards instants and sorceries. The splice mechanic means a single copy can fire every turn as long as you're casting Arcane spells, which makes redundancy less critical than it looks — one copy does real work. In Pauper, where Arcane synergies are more concentrated and games are slower, it's a credible mill piece in the right brew. Legacy and Vintage have no interest; four-card mill is irrelevant at those speeds. Modern and Pioneer never meaningfully supported Arcane as an archetype, so it sits on the shelf there too.
