The cost is that he needs time or acceleration to stack those counters, which is where Coretapper and proliferate support come in; Aminatou, the Fateshifter sidesteps the buildup problem entirely by blinking him to reset his loyalty after the minus.

In Legacy and Vintage he's legal but structurally outclassed: four mana for a conditional removal effect that requires setup is nowhere near competitive in formats where Swords to Plowshares costs one.
