The five-mana cost is the ceiling here; it only belongs in decks where the trigger reliably fires for three or more damage.

Cyclops Electromancer is a Commander card through and through — the format's slower pace gives spells-matter decks the setup time they need to make the trigger meaningful. In Pauper it's legal but competes with more efficient common threats in UR Spells shells, and five mana is a real ask in a format that ends games early.
