In Commander, Cutthroat il-Dal occupies a fringe role in decks that care about shadow creatures, evasive attackers for combat damage triggers, or Dimir/Grixis tempo shells that want guaranteed hits on players. Pauper is where it has the most realistic home — shadow aggro is a real archetype, and a one-mana shadow creature fits cleanly on curve alongside other evasion-dependent threats. In Legacy and Vintage, the bar for a 1/1 one-drop is simply too high; Cutthroat il-Dal doesn't generate card advantage or pressure fast enough to justify the slot.
