Custodi Soulcaller reanimates any creature with lesser or equal mana value from your graveyard every time you become the monarch — a repeatable recursion engine stapled to a two-mana body. The catch is that you have to be the monarch when it triggers, which means it rewards decks already built to take and keep that status.

Custodi Soulcaller is a Commander card through and through — the monarch mechanic was designed for multiplayer, and three opponents means more attacks and more chances to reclaim the crown and retrigger recursion. In Legacy and Vintage it's technically legal but functionally irrelevant: two mana for a 2/2 that requires a multiplayer political mechanic to do anything is nowhere near competitive in those formats. Commander is the only place Custodi Soulcaller earns its slot, and even there it needs a deck that actively pursues the monarch rather than stumbling into it.
