Custodi Soulbinders is a Commander card through and through — the multiplayer table supplies the creature density it needs to enter with a meaningful counter count, and 40-life games give it the time to convert those counters into a token army. In Legacy and Vintage it's technically legal but never played; five mana for a do-nothing-immediately creature has no place in those formats. Commander and Oathbreaker are the only realistic homes, and even in Commander it belongs specifically in go-wide or token-matters builds rather than as a generic include.
