Commander is where Curious Herd lives — multiplayer tables routinely pack Sol Rings, Signets, and artifact synergy pieces, meaning a single cast can generate six or more tokens without trying. In Legacy and Vintage the card is technically legal but essentially irrelevant; artifact counts in those formats are high but the games are too fast for a three-mana sorcery that does nothing on its own. Oathbreaker functions similarly to Commander at a smaller table, where Curious Herd still scales reasonably against artifact-dense decks but has fewer targets on average.
