Three mana for a static debuff that blankets the whole table is a strong rate, and in any deck that cares about stax, attrition, or blocking, it earns its slot.

Commander is where Cumber Stone does its best work — three opponents each fielding creatures means the debuff multiplies in impact, and multiplayer combat math is already fragile enough that -1/-1 across the board can invalidate entire attack steps. In Legacy and Vintage it's legal but irrelevant; those formats end too fast and too cleanly for a three-mana artifact that doesn't immediately affect the board state or the stack. Oathbreaker is a reasonable home for the same reasons as Commander, just at a smaller table.
