Cultivator of Blades is a Commander card through and through — the attack trigger needs a wide board to matter, and multiplayer games give you the time and the creatures to make that payoff devastating. In competitive 60-card formats like Modern or Pioneer it's too slow and too conditional; a five-mana creature that requires you to already be ahead on board to win harder doesn't fit the tempo those formats demand. Legacy has better payoffs for similar mana investment and ignores it entirely.
