Cult Healer gains you life when creatures die — useful in sacrifice loops, irrelevant everywhere else. The effect is real but the rate is bad: a 1/1 for two mana that does nothing until something else dies is a card you run only when you're actively trying to drain the table through attrition.

Cult Healer is legal everywhere but earns a slot in almost none of it. In Commander, life totals start at 40 and lifegain without a payoff is background noise — Cult Healer only pulls weight in dedicated aristocrats builds where you're already flooding the board with death triggers. In Pauper, the creature-sacrifice shell exists, but the card still competes against more efficient common payoffs. In every other 60-card format, it's simply too slow and too conditional to see play.
