Cult Guildmage is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but competitive play in non-Commander formats has no interest in a 2/2 with activated abilities that cost four or more mana. Commander is the only realistic home, specifically in Rakdos decks that produce large amounts of mana mid-to-late game — treasure-token shells, Prosper builds, or anything that chains rituals. Outside of those specific engines, Cult Guildmage is too slow and too mana-hungry to matter in a 100-card singleton format where every slot competes hard.
