In Commander, Culling Drone earns a slot only in Eldrazi tribal or devoid-matters builds where the creature type and colorless identity do real work — anywhere else, three mana for a 2/2 with graveyard hate this minor is not competitive with other options. In Pauper, the devoid tag and Eldrazi Drone subtype have occasionally supported colorless aggro shells, but Culling Drone's stats are too soft to see consistent play. Across Legacy, Modern, and Pioneer, it doesn't show up — those formats demand far more from a three-drop, and the graveyard effect is too narrow and too small to matter at that pace.
