Crystal Seer lets you look at the top five cards of your library and put them back in any order — that's meaningful deck manipulation stapled to a 2/2 body for five mana. The cost is the problem: five mana for a one-time scry effect is far behind what competitive formats expect from card selection.

In Commander, Crystal Seer is a fringe inclusion — the scry-5 on entry is real, but five mana for a vanilla body with no repeatable payoff is hard to justify when Brainstorm and Ponder exist in the same color. Pauper is where Crystal Seer has the most argument for a slot, since the legal card pool narrows the competition for top-deck manipulation. Legacy and Vintage have access to so many efficient blue spells that Crystal Seer never makes the cut. Oathbreaker follows the same logic as Commander: the scry is fine, the rate isn't.
