In Commander, Crushing Canopy competes with a crowded slot: green has access to Beast Within, Naturalize, and Krosan Grip, all of which are faster, more flexible, or harder to interact with. The modal design has real appeal in 60-card Pauper, where the commons card pool is shallow enough that covering two bases on one card matters and three mana is less punishing in a slower format. In Legacy, Modern, and Pioneer the card simply doesn't see play — the floor is too low and the competition too high. Crushing Canopy is a perfectly functional budget Commander inclusion when you're short on enchantment removal and need a flying answer in the same slot, but it's the first card to cut when you upgrade.
